Fred Douglas Shirley II

Fred Douglas Shirley, II (Doug) was born on June 7, 1948 in Watonga, OK to Fred and Marguerite (Koerner) Shirley.  He went to Heaven to be with his Savior on June 17, 2026 in Norman, OK at the age of 78.  Doug lived in Watonga, OK most of his life.  He attended Watonga High School, where he earned his Eagle Scout rank while in ninth grade and graduated in Class of 1966. He attended the University of Oklahoma, where he was an active and proud member of the Sigma Chi Fraternity and the OU ROTC program. It was there that he met the love of his life, Stacy Hart. They were married on August 15,1970.  Doug graduated in 1970 with a bachelor’s degree in business administration, and was soon commissioned as a First Lieutenant in the United States Army.  He served his country with great pride and loved sharing stories with his grandchildren about basic training, Fort Rucker, and his Army adventures. While stationed in Fort Rucker, AL, Doug and Stacy welcomed their first child, Stephanie Marguerite. Following his military service, Doug attended Oklahoma City University School of Law earning his Juris Doctorate Degree in 1975. During law school, Doug and Stacy welcomed their second child, Mark Douglas.  After graduation, he moved his family back to Watonga and joined his father in the practice of law at Shirley, Stephenson, Shirley and Webber and later opened his own practice where he retired in 2015. Doug loved the law and was immensely proud of his 50 years of practicing as an attorney.   In Watonga, they had their third child, Nicole Lucille.  He loved his community and dedicated himself to serving others. He was a member of Kiwanis, the Watonga Hospital Board, the American Legion, and the Watonga First United Methodist Church, where he served in numerous leadership roles.  He was also active in the Watonga High School Booster Club, the Watonga Chamber of Commerce and as a Boy Scout troop leader. Doug coached Little League teams, placed flags throughout the community for holidays, taught Sunday school, and volunteered for countless civic and community activities.   For many years, he was “The Voice of Eagles,” calling Watonga Eagle Football games under the Friday night lights. He never missed a pep rally, sporting event, church activity, or parade involving his children.  He was a great Daddy to his three children and gave his unconditional love freely and abundantly.  In 2016, Doug and Stacy moved to Norman, OK to be closer to kids and grandchildren.  This became his favorite job yet.  He loved his grandchildren fiercely.  They were his light and his joy, and he was their beloved Papa. In Norman, Doug could still be found in the stands at sporting events, banquets, performances, and every activity his grandchildren participated in. Doug and Stacy enjoyed traveling all over the world in their retirement, but their favorite destination was Red River, NM.  The Caribel became their home away from home.  Doug served as President and held several other leadership positions on the Caribel Board.  He treasured days spent fly fishing on the river, cheering on OU athletics, hunting with the boys and enjoying a fine single-malt scotch and a good cigar.  Doug was the foundation upon which his whole family stood.  He was a friend to all, a steady presence in every storm, and a man who consistently demonstrated kindness, grace, and love.   

Doug is preceded in death by his parents, Fred and Marguerite Shirley, and one nephew, Jonathan Stockton.

He is survived by his wife, Anastasia (Stacy) Hart Shirley of 55 years of Norman, OK, daughter Stephanie Heefner and husband Tim of Norman, OK, and their children Abigail, Grace and Benjamin; son Mark Shirley and wife Kristen of Norman, OK, and their children Claire, Carson, Cooper and Cade; daughter Nicole Mills and husband Larry of Fairview, TX, and their children Joseph and Taylor; one sister, Sharon Ann Stockton and husband Jack of Oklahoma City, OK, and their children, Douglas Stockton and Ann Chapman; as well as numerous other relatives and many friends.  The family will forever cherish Doug’s legacy of faith, service, integrity, and love.  His influence will continue to be felt through the countless lives he touched as a husband, father, grandfather, attorney, mentor, and friend.

Viewing will be at the Turner Funeral Home in Geary, Tuesday June 23, 2026 from 9:00 am to 9:00 pm, Wednesday at the Watonga First United Methodist Church from 4:00 pm to 8:00 pm with family receiving friends from 6:00 pm to 8:00 pm.

Services will be at the Watonga First United Methodist Church, Thursday, 1:00 pm, June 25, 2026 with Rev. Mark Watson officiating, with burial to follow at the Watonga IOOF Cemetery in Watonga, OK, services entrusted to Turner Funeral Home, Geary, Oklahoma.
